Committee Focus Area
[Framer] Prefer to go deep on one issue? These are the same priorities, organized by the areas we work in, with the context, background, and resources that matter most to you.
[Draft copy] Foster family agencies and adoption agencies help children find safe, permanent homes. We advocate on the issues behind that work, from community care licensing and family finding to rate advocacy and PAARP.
[Draft copy] Children and families deserve quality mental health and substance use care. We advocate for the funding, programming, and integrated service delivery that make behavioral health support effective and available.
[Draft copy] Access to care often depends on how health plans operate. We advocate with managed care plans, insurers, and state regulators to advance behavioral health parity and expand access.
[Draft copy] School is where many children get the support they need to thrive. Our advocacy spans nonpublic schools, special education, school-based mental health, and community schools.
[Draft copy] Justice-involved youth need support, not just supervision. We advocate for evidence-based interventions and programs, both residential and community-based, that help young people move forward.
[Draft copy] Strengthening families early prevents crises later. We advocate for prevention services, from family resource centers to family-strengthening programs that keep children safe and families together.
[Draft copy] Some children need intensive, therapeutic, round-the-clock care. We advocate for STRTPs and the policies behind them, including IMD compliance, background checks, and workforce needs.
[Draft copy] Transitional age youth face unique challenges on the path to independence. We advocate for the housing, independent living programs, and funding that help older youth build stable adult lives.
AI in Behavioral Health Workgroup
A collaborative forum for members to share successes and challenges with AI implementation in behavioral health clinical settings, keep up with related legislative action, and exchange resources as issues emerge.
An exploratory and informational space for member organizations to provide input on the CA Alliance's expansion into adult behavioral health services, and to inform our advocacy on behalf of providers of adult services.
Evidence-Based Practices Learning Community
Helps members learn about child-focused Evidence-Based Practices through BH-CONNECT: Multisystemic Therapy, Functional Family Therapy, and Parent-Child Interaction Therapy. Hosted for CA Alliance members by the Cardenas Consulting Group as a space to share best practices, challenges, and emerging issues. High Fidelity Wraparound is covered by its own forum.
High Fidelity Wraparound (HFW) Forum
An informational and advocacy space where members shape our HFW advocacy strategy, hear updates on advocacy wins and conversations with the state, and learn about partnerships supporting our priorities. The forum also supports peer-to-peer sharing on HFW certification standards and helps our team identify the support providers need.
A collaborative forum to discuss challenges related to ORR contracts, identify emerging issues, and inform the CA Alliance's advocacy on behalf of providers and unaccompanied children and youth. Members also share promising practices and strategies for navigating barriers.
Medication Management Workgroup
A space to discuss shared concerns, best practices, solutions, and regulatory issues around medication management. Intended for medical directors, MFTs, managers overseeing staff who provide medication support, and any staff who would benefit from the learning community.
Brings together members who provide Transitional Rent, refer clients to it, or are learning about it. The forum focuses on barriers to accessing Transitional Rent and to integrating it with other housing programs such as CalAIM and Full-Service Partnership housing supports, and informs our advocacy for providers and people at risk of homelessness.

Centering Youth Voice
[Draft copy] The young people closest to these systems must have a voice in shaping them. We intentionally center youth voice, and in particular the perspective of youth with lived experience, in how we build our policy priorities and decide what to advocate for. These young leaders help guide our work, offer perspective at every step of the process, provide testimony that moves decision-makers, and keep us grounded in the truth that everything we do, we do for them.
