Yvonne Chang Cardoza, LCSW

Director of Technical Assistance

Yvonne Chang Cardoza is a Licensed Clinical Social Worker with over 15 years of experience working at the intersection of mental health, child welfare, and community-based services. As Director of Technical Assistance, Yvonne brings deep expertise in trauma-informed care, program implementation, and systems change. She has supported providers through regulatory transitions, including STRTP and Foster Family Agency program development and Mental Health Program Approval, and has provided technical assistance on best practices in service delivery, compliance, and quality improvement for STRTPs. Additionally, she has had the privilege of serving youth across the lifespan- specializing in infant mental health treatment models such as Child Parent Psychotherapy, providing trauma-informed therapy to school-aged clients, linking emancipated Transition Aged Youth to transitional housing to prevent homelessness, and supervising unlicensed clinicians who were providing outpatient services to children and families.

She is passionate about supporting organizations in building capacity, navigating complex systems, and delivering trauma-informed, strengths-based care to children, youth, and families. Yvonne holds a Master’s in Social Work from San Diego State University and a B.A. in Human Development from UC San Diego.

Born and raised in Los Angeles, Yvonne is a first-generation college graduate who draws inspiration from her cultural background and the communities she serves. Outside of work, she enjoys spending time in nature with her husband and two girls.
